The United Kingdom and France to Deploy Forces to the Country in the event that a Peace Agreement is Agreed

The UK and France have signed a memorandum of understanding concerning the deployment of military forces in the nation if a peace deal be struck with Moscow, the Prime Minister of Britain, Starmer, has declared.

Following talks with Ukraine's allies in Paris, he noted that the UK and France would "establish military hubs throughout Ukraine and build secure installations for weapons and equipment" to prevent any potential incursion.

The allied nations also proposed that the America would take the lead in overseeing a truce.

The Kremlin has repeatedly cautioned that any foreign troops in Ukraine would be considered a "valid objective", but has as yet not responded on this new development.

The Situation and Ongoing Conflict

Moscow's leader Vladimir Putin launched a major offensive of Ukraine in early 2022, and Moscow at this time occupies approximately 20% of Ukraine's sovereign soil.

"This is a vital part of our commitment to be alongside Ukraine for the long-term," commented the British leader.

Top officials and high-ranking officials from the "Coalition of the Willing" were involved in Tuesday's talks.

Speaking at a joint press conference, he further said: "It establishes the framework for the operational parameters under which British, French, and partner forces could work on Ukraine's territory, defending Ukraine's air and maritime domains, and restoring Ukraine's defense capabilities for the years ahead."

Protection Pledges and Negotiation Stances

Top American diplomat Steve Witkoff remarked that "lasting security guarantees and substantial reconstruction vows are essential to a permanent resolution" in Ukraine – referring to a central demand made by Ukraine.

The negotiator indicated the coalition had "substantially agreed on" their work on establishing such guarantees "in order that the people of Ukraine know that when this war ends, it ends for good."

The former US envoy, US President Donald Trump's special envoy, also participated in the talks.

Meanwhile, France's leader Emmanuel Macron declared that Ukraine's partners had made "significant progress" at the talks.

He noted that "strong" security guarantees for Ukraine had been settled upon in the event of a possible truce.

President Volodymyr Zelensky said that a "major step forward" had been made in the negotiations, but added that he would only view efforts to be "adequate" if they led to the end of the war.

Recently, the Ukrainian leader said a peace agreement was "mostly finalized". Agreeing on the last 10% would "decide the outcome of peace, the fate of Ukraine and Europe".

Unresolved Issues

  • Land and security guarantees have been at the heart of ongoing disputes for the parties involved.
  • Putin has consistently stated that Ukraine's forces must withdraw from the entirety of Ukraine's eastern Donbas or Russia will take control, refusing any concession over how to end the war.
  • Zelensky has thus far ruled out ceding any land, but has proposed that Ukraine could withdraw its forces to an mutually accepted point – but only if Russia reciprocates.

Moscow currently holds approximately 75% of the Donetsk region and some 99% of the adjacent Luhansk region. The two regions form the industrial region of Donbas.

The earlier US-led multi-point proposal that was widely leaked to the media last year was viewed by Kyiv and its partners in Europe as being disproportionately favorable in Russia's favor.

This triggered a period of intensive discussions – with Ukraine, the US and European leaders trying to amend the proposal.

Last month, Kyiv presented the US an updated framework – as well as additional documents detailing potential defense assurances and plans for Ukraine's reconstruction, he added.
